In early 2024, at the request of the City Council, a parking study by Walker Consultants reviewed downtown parking for compliance with current on-street parking standards. The study identified several issues, including lane restrictions, stall spacing, and setbacks from stop signs and crosswalks.
Following the study, Council approved moving forward with design development and implementation plans to bring the downtown area into compliance. The City applied for and received a Traffic Engineering Assistance Program (TEAP) grant, administered by MoDOT, to complete the design and cost analysis. The TEAP study funded the final design by Bartlett & West Engineering.
The project to revise the parking layout was bid and awarded in 2025. While these changes will impact available parking spaces, meeting current industry standards will improve safety access and traffic flow with adjusted lane widths, setback from intersections, and stall configurations. In some cases, angled parking will transition to parallel spacing and stalls near intersections may be removed in order to allow better sight lines and turning radius.
Work is currently underway, with the contractor grinding off old striping and repainting at night. Residents will see No Overnight Parking signs in work zones.
After a six-month review period, the City will host public hearings to evaluate whether the changes have met their goals.
